Daejeon City to Implement Youth Jeonse Scam Prevention by 2026

Daejeon City is advancing the '2026 Daejeon City Jeonse Scam ZERO Roadmap,' which integrates practical education, digital content, and on-site promotion to ensure housing stability for young adults and those new to the workforce. This policy responds to the current situation where 87% of jeonse scam victims in the Daejeon region are concentrated among young adults in their 20s and 30s, focusing on establishing a practical system for damage prevention before contracts are signed.

Under the slogan 'Jeonse Scam ZERO, Daejeon Youth Housing SAFE,' the city will operate the 'Youth House Exploration Project,' a hands-on educational program for young adults. The curriculum will focus on practical aspects such as jeonse contract procedures, common scam types, and methods for securing legal rights. It will include practical exercises like verifying registration certificates and drafting contracts. Expert instructors from organizations including the Korea Association of Licensed Real Estate Agents and Korea Housing & Urban Guarantee Corporation (HUG) will participate, and the program will be linked with existing youth support initiatives by institutions like the Daejeon Business Agency.

Digital promotional content, including short-form videos and card news featuring Daejeon's character 'Kkumdori,' will be produced and distributed. 'Kkumdori Safe QR Stickers' will be placed in university areas and youth-dense neighborhoods, allowing users to access a jeonse contract checklist on-site. Information leaflets and checklists for jeonse scam prevention will also be available at the resident registration and marriage reporting windows of local administrative welfare centers.

This policy will be implemented through inter-departmental collaboration and the utilization of resources from related organizations, without requiring additional budget allocation. The city plans to spread a culture of jeonse scam prevention and strengthen the safety net for young people's housing through cooperation with relevant institutions.
