Mok-dong Redevelopment: Sole Bids Disappoint Residents' Association Members

Disappointment is mounting among residents' association members pushing forward with large-scale redevelopment projects in Seoul's Mok-dong area, as construction companies are increasingly submitting sole bids instead of engaging in competition.

The Mok-dong redevelopment project is a massive urban renewal initiative aiming to transform 14 complexes, totaling 26,629 existing units, into 47,438 units, supplying 20,809 new homes. The estimated total project value is around 30 trillion Korean won.

Despite the immense scale of these projects, the early emergence of sole bids in the contractor selection process has raised concerns among association members. They had hoped for competitive tenders to allow for comparisons of construction costs, specialized designs, and financing terms, but now fear limited options.

A contributing factor cited is the structure where 14 Mok-dong complexes are pursuing redevelopment simultaneously, making it difficult for construction companies to participate in multiple projects at once. As many zones advance concurrently, it's suggested that construction firms are opting for selective bidding, focusing on specific projects rather than engaging in head-to-head competition.

Rising costs in urban renewal projects are also influencing contractors' conservative bidding strategies. Increases in construction material prices and other factors have heightened the cost burden for these projects, making it challenging for construction companies to compete aggressively, which in turn affects the competitive landscape.
