11 Civil Servant Reports Flagged for AI 'Hallucinations'

Eleven civil servant reports from overseas training programs have been flagged for improper use of artificial intelligence (AI), including the AI 'hallucination' phenomenon where it generates false content. The Ministry of Personnel and Management (MPM) reviewed 1,385 overseas training result reports from public officials submitted over the past three years and confirmed instances where AI fabricated facts or inaccurately presented information.

Consequently, procedures are underway to recover four times the living expenses paid to the officials involved in these cases.

The MPM has established guidelines for future AI utilization and is preparing measures to require clear disclosure of AI use in report writing.
