Samsung, SK Hynix Eye Semiconductor Plant Construction in Honam Region; Regional Hopes Rise

Samsung Electronics and SK Hynix are reportedly considering investments in semiconductor production facilities in the Jeolla (Honam) region. This move aims to expand the semiconductor production base beyond the Seoul metropolitan area. In particular, Samsung Electronics is considering the possibility of building a semiconductor packaging plant in the Gwangju area. SK Hynix also has the potential to add back-end processing facilities. Currently, the Honam region has no large-scale semiconductor-related production facilities. If the investment materializes, it would mark the region's first large-scale semiconductor production facility.

Semiconductor packaging is a crucial back-end process in semiconductor manufacturing, involving mounting fabricated chips onto substrates, protecting them from external impacts, and enabling their connection to electronic devices. Samsung Electronics currently conducts its packaging processes at its Onyang campus in South Chungcheong Province, and analysis suggests that it is struggling to meet the growing demand for advanced packaging. This has led to discussions about building a new plant in Gwangju. Semiconductor packaging is a back-end industry and a field highly integrated with advanced technology, thus a successful investment is expected to positively impact the strengthening of South Korea's semiconductor ecosystem.

Both Samsung Electronics and SK Hynix stated that plans for expanding semiconductor facility investments have not been finalized, nor have specific directions been decided. They have repeatedly reiterated their stance that 'nothing has been concretely decided' regarding the recurring rumors of regional investment reviews. Regarding discussions with the government, they stated, 'We have no knowledge of this.'

An official from the Presidential Office stated that the government recognizes the semiconductor industry as a core engine of the national economy and is pursuing policies that support balanced development across the country rather than concentrated investment in specific regions. The government plans to continuously expand support policies to enhance the competitiveness of the semiconductor industry.

Regional political circles have expressed their determination to achieve positive outcomes through close communication with the government and corporations. It will be necessary to closely monitor market reactions, including regional economic indicators and stock price fluctuations of related industries, as discussions for semiconductor production facility investments become more concrete in the future.
