Victim of Inter-floor Noise Knife Attack Wins Partial Victory in Lawsuit Against State

The family of a victim in a knife attack incident that began with a dispute over inter-floor noise has partially won a lawsuit against the state, holding police responsible for their inadequate response. The court ordered the state to pay 350 million won to the victim's family, acknowledging that the police officers who responded to the scene failed to properly intervene and left the premises. This ruling only recognizes a portion of the over 2 billion won in damages claimed by the victim's side.

The incident occurred in November 2021 in a villa in Incheon. The victim's family was attacked with knives following an argument over inter-floor noise. Two police officers who responded to the scene left without attempting to stop the perpetrator or protect the victims. The officers were subsequently indicted for dereliction of duty and received suspended prison sentences.

In this lawsuit, the court acknowledged only partial liability for the damages claimed by the victim's side, which amounted to over 2 billion won. It was decided that litigation costs would be borne by both the plaintiff and the defendant.
