Ministry of Government Legislation to Introduce Generative AI to National Law Information Center
The Ministry of Government Legislation will introduce generative artificial intelligence (AI) technology to the 'National Law Information Center' to help citizens find legal information more easily and quickly. The National Law Information Center, which serves an average of 900,000 users daily, provides access to over 7.5 million legal documents.
The existing search method required precise legal terminology input and had limitations in fully reflecting the user's intent. The new generative AI legal search service will analyze the user's intent and context to provide relevant legal information.
Alongside the development of an AI model specialized for legal searches, a structured data system organizing relationships between laws, precedents, and interpretive cases will be established. The Ministry of Government Legislation will apply a Retrieval Augmented Generation (RAG) system that generates answers based on current legal data to minimize AI hallucinations. Safety measures will also be implemented to block unrelated or malicious queries.
This service is slated to launch in July of next year, with ongoing AI model upgrades and service enhancements thereafter. Song Sang-hoon, Director-General of the Legislative Information Support Bureau at the Ministry of Government Legislation, stated that they aim to complete an innovative service enabling anyone to easily search and utilize complex legal information with simple questions, thereby improving access to legal information.
