National Assembly Speaker Cho Proposed for People's Sovereignty Constitutional Amendment in 2027… Offers Inter-Korean Parliamentary Talks

National Assembly Speaker Cho Jung-sik revealed a plan on the 17th to finalize the 10th amendment of the constitution within the term of the 22nd National Assembly by preparing an amendment bill by 2027, during a speech at the 78th Constitution Day commemorative ceremony.

Speaker Cho stated that he would put matters agreed upon by the ruling and opposition parties and the government to a national vote, and that he would complete the 'people's sovereignty constitutional amendment' by building a digital platform called 'Everyone's Constitution' where citizens can directly propose and discuss issues.

In his speech, Speaker Cho cited the inclusion of the spirit of the May 18 Democratization Movement in the preamble of the Constitution and restrictions on the president's authority to declare martial law as likely agenda items for agreement.
