Indonesian Parliament Pushes for Copyright Law Revision Including Ban on AI Imitation

Banning the act of passing off AI-generated images as human work. The Indonesian parliament is pushing for a copyright law revision containing these provisions. The amendment stems from concerns that the development of generative AI could shake the existing copyright system and stifle human creative activity. If passed, Indonesia would become the first country in Southeast Asia to include AI regulations in its copyright law.

The amendment prohibits AI from mimicking the expression of creators. Objects of copyright protection are limited to works in which humans have participated in creation to a certain degree or higher, and works entirely generated by AI are excluded from protection. When using copyrighted works for AI model training, they are subject to fair use provisions or license agreements.

The amendment includes a provision requiring AI platform operators to pay compensation to media companies when they collect news content for posting or use it for AI training. The compensation is distributed to each media company through a copyright management organization under state supervision.
