China to Weaponize Chinese Language Data Strategy in Response to US Chip Curbs

In response to U.S. semiconductor regulations, China is embracing 'Chinese language data' as a strategic weapon. Analysts suggest that a 'mother tongue imbalance,' where English makes up 60% of global web data compared to a mere 1.3% for Chinese, has prompted Beijing's push for data sovereignty. According to the South China Morning Post and Alibaba's Alibaba Research, while there are over 1 billion Chinese speakers, Chinese accounts for only about 1.3% of web content.

The Chinese authorities have issued guidelines to strengthen the construction of a 'Digital Chinese' language framework and plan to build a state-led corpus database by 2027. The strategy involves offsetting disadvantages in the chip supply chain by increasing the proportion of Chinese data in domestic AI model training to at least 60%. The Chinese government has set a goal of expanding Chinese dominance in global generative AI scenarios by 2035 and is accelerating the development of related infrastructure and technical standards.

China's data ecosystem operates through 'ideological curation,' strictly filtering content to comply with 'core socialist values,' thereby combining cultural security with digital sovereignty. The state-run People's Daily Online cited Lao Gaoqi, an associate professor at Beijing Language and Culture University, warning that if basic technical standards for Chinese resources lag, China risks losing its national cultural security and data sovereignty, as well as its ability to shape international standards, to other nations.
