A bill to extend the investigation period of the second independent counsel by 30 days and increase the special counsel team's manpower by 20 members passed the Cabinet meeting on the 21st. Consequently, the special counsel team, currently investigating charges of insurrection and illegal foreign exchange transactions, will continue its operations until August 23. The National Assembly held a plenary session that afternoon and passed the revision to the "Act on the Appointment of a Special Counsel to Establish the Truth regarding Insurrection, Foreign Exchange, and Administration Manipulation by Yoon Seok-yeol and Kim Gun-hee" with 173 votes in favor.

The simultaneous expansion of the investigation period and manpower is interpreted as a measure to handle the rapidly increasing volume of the case. There were physical limitations to processing the vast amount of digital evidence and witnesses with the originally assigned personnel alone. In particular, as the investigation approached its final stages with new issues such as the allegations regarding the official residence relocation emerging, institutional support was urgently needed to accelerate the probe. According to a report by Yonhap News, the team led by Special Counsel Kwon Chang-yeung vividly revealed its limitations while investigating the remaining suspicions, ultimately forcing them to play the card of an extension bill.

Passage Process and Sharp Political Conflict

The bill passed the plenary session hurdle, led by the ruling Democratic Party and its allies. The main opposition People Power Party strongly protested the legislative procedure, which passed without the opposition party's consent, sparking heated clashes from the opening of the second half of the National Assembly. The opposition party criticized the ruling party for unilaterally pushing the bill by leveraging its majority in the National Assembly. People Power Party Floor Leader Jeong Jeong-sik had previously stated that opposition party consent was a prerequisite regarding the special counsel bill for the National Election Commission. However, as the special counsel extension bill was processed solely by the ruling party without room for negotiation, the opposition intensified its backlash.

Immediately after the bill's passage, the People Power Party issued a statement expressing strong regret, saying, "The ruling party's arrogance has taken over the National Assembly." They also pointed out that such "legislative recklessness" will inevitably face the judgment of voters. Conversely, the Democratic Party countered with the logic that the measure was inevitable to uncover the truth of the "three major special counsels" that had been incomplete. During this process, the opposition attempted a filibuster to physically block the bill's passage but ultimately failed to stop it due to a lack of votes.

The core of this extension amendment is to extend the investigation deadline by one month and inject an additional 20 personnel, including prosecutors and investigators, into the special counsel office. The intent is to build a robust investigation lineup to focus on completing the investigation into key witnesses regarding the official residence relocation allegations and administration manipulation during the remaining period. The increased manpower is expected to be deployed to track complex financial transactions and uncover offshore fund flows.

Experts analyze that as the special counsel's investigation period has been expanded to the legal limit, a much more aggressive and speed-driven compulsory investigation will take place over the next month compared to before.
