Kim Gun-hee Refuses to Testify in Second Special Counsel Probe into Residence Relocation Controversy

Presidential Office Residence Relocation Controversy and the Breakthrough by the Independent Counsel

Kim Gun-hee, the wife of former President Yoon Suk-yeol, attended a second round of questioning by the comprehensive special counsel team on the 22nd as a suspect regarding allegations of preferential treatment in the relocation of the presidential residence. It marked the first time in 147 days since its launch on February 25 that the team led by Special Counsel Kwon Chwang-seong directly questioned Mrs. Kim, a situation where there had been speculation about the progress of the investigation. The comprehensive special counsel team summoned Mrs. Kim at 10 a.m. for questioning, but it is reported that she refused to make statements regarding most of the inquiries.

The core of this investigation lies in shedding light on whether state budgets and administrative procedures were properly utilized during the process of moving the presidential residence to a specific location at the start of the Yoon Suk-yeol administration. As allegations arose that undue favors were provided to specific companies or individuals during the site selection process, the special counsel is thoroughly examining circumstances of embezzlement of public funds and abuse of power. Amidst an atmosphere where the political stalemate at the National Assembly has somewhat eased following the ruling and opposition parties' agreement on the National Election Commission special counsel bill, the judicial investigation is also gaining tension.

Refusal to Testify During Investigation and Its Impact on Future Investigations

Mrs. Kim's blanket refusal to testify during her attendance is expected to serve as a significant variable for the special counsel's future investigation strategy. While a suspect exercising their legally guaranteed right to remain silent is not a violation, the special counsel, unable to secure direct statements from the subject, is forced to shift to an investigation focused on circumstantial evidence, documents, and financial tracing. This will not only prolong the investigation schedule but is also a matter that will influence the timing of indictment and the court's judgment.

While refusal to testify is a legal right, it is interpreted as an intention to abandon the relationship of trust with the investigative agency and to build the thickest possible legal defense line.

Legal experts cautiously predict that if the suspect continues to refuse to cooperate with the investigation, the special counsel team may proceed with more intensive compulsory investigations. In particular, search and seizures and summoning of reference persons targeting administrative officials directly involved in the residence relocation and relevant business operators are expected to begin in earnest. In this process, criticisms coincide that a thorough verification is necessary during the investigation, while pointing out that if fact-finding through statements is delayed, wasted investigation costs and time become inevitable.

2.47 Million Ballots in Songpa District and the Political Wrangling over Recounts

The political spotlight is fixed not only on the judicial investigation but also on election administration. The ruling and opposition parties engaged in fierce wrangling on the 22nd over the timing of a recount (recount) for 2.47 million ballots that could not be counted because officials were grounded by protests at Seoul's Songpa-gu Olympic Park during the June 3 local elections. The Democratic Party argued that an immediate recount should be conducted to alleviate public anxiety about the election results. Conversely, the People Power Party countered that the recount should be implemented only after the special counsel investigation into the National Election Commission is completed.

While a recount itself is a simple verification of ballots, the background involves the issue of accountability for a large-scale election management error. The opposition party, the People Power Party, has raised suspicions that the omission of ballots was not a simple administrative error but an organized accident involving intent, thereby elevating the special counsel investigation into the Election Commission as a top priority. The ruling Democratic Party maintains that since practical constraints on exercising voting rights occurred, it is important to swiftly restore democratic legitimacy. This political confrontation is expected to influence the selection of candidates for the Election Commission special counsel and the timing of the investigation launch following the bill's passage.

Normalization of National Assembly Schedule and Variables in Policy Legislation

With the ruling and opposition parties agreeing on the 21st to process the National Election Commission special counsel bill, the stalled normalization of the National Assembly appears to be opening up. The People Power Party plans to end its boycott of the legislative schedule and proceed with electing chairs for 7 standing committees, excluding the 11 chairs held by the Democratic Party. Looking at the policy and statements of lawmakers, the Democratic Party emphasizes policy pledges enhancing job stability and economic democratization, along with plans to involve youth in the policy design process. Meanwhile, Park Nok-hee, a candidate from the Rebuilding Korea Party, advocates for radical funding policies to resolve educational and economic inequality, such as the complete abolition of tuition fees, highlighting a distinct difference in the policy spectrum among parliamentary parties.

In terms of legislative policy, sustainable environmental and industrial policies are also emerging as a key topic. The National Assembly's Special Committee on Climate Crisis passed a bill in subcommittee setting the 2040 carbon reduction target at 69-80%, and is working on concretizing the mid-to-long-term national greenhouse gas reduction targets by 2045. This serves as an economic mechanism to upgrade the national industrial structure in line with the international carbon neutrality trend while guiding businesses towards an eco-friendly energy transition.

As the movement for political normalization gains momentum, the legislative process for bills related to economic democratization and the abolition of complementary prosecution rights, which had been delayed, is expected to accelerate. However, coordination is inevitable in the National Assembly's standing committees and plenary sessions regarding issues where the ruling and opposition parties disagree. With Mrs. Kim's refusal to testify to the special counsel and the Songpa-gu recount issue fueling political thirst, how various economic and social bills are handled amidst the cracks of the political deadlock is expected to serve as a key metric for evaluating state affairs management moving forward.
