Government Procurement Market Shows Even Participation by SMEs and Specialist Firms

This shows that government land and environmental budgets are consistently allocated for the maintenance of local infrastructure, leading to related specialized demand being distributed among multiple companies.

Structure of Public Demand Viewed Through Industry Distribution

Specifically, four patterns are observed. First, the environmental and forest resource management sectors. The inclusion of companies like Daehun Environment, which provides waste and environmental purification services, alongside forestry development specialists, suggests that a significant portion of public ecological and environmental budgets is executed through private outsourcing.

Second, technical services such as architectural design and geographic information. The participation of surveying and spatial information firms like Geumgang Geographic Information serves as evidence that government-led digital land data construction projects are continuing. The fact that two architectural firms were listed simultaneously also indicates that demand for the maintenance and repair design of public buildings is being maintained at a certain scale.

Third, the areas of safety and facility maintenance. Companies such as Innovation Safety Technology, Samjeong Elevator, and Astone Engineering can be seen as examples of performing practical services in the procurement market, such as safety inspections of public facilities and the maintenance of elevators and mechanical equipment. As public facilities age, there is a possibility that maintenance-centered procurement demand will structurally expand.

From a corporate perspective, rather than resting on one-off contracts, a strategy is needed to secure quality evaluations and technological competitiveness to lead to consecutive orders.

Considering the direction of the government's fiscal operations, outsourced demand in the areas of environmental purification, forest management, and public facility maintenance and safety is expected to remain stable for the time being. This is because policy tasks such as carbon neutrality and national land safety diagnostics limit the structural downward pressure on related budgets. The construction of spatial information and digital data is also likely to see demand expansion amid the trend of administrative computerization.

Participation in the procurement market by service industries is also expected to expand. As public purchasing related to digital transformation and welfare increases, entries by insurance and platform service companies are anticipated. Ultimately, the procurement market is diversifying from a construction- and technology-centric focus to a composite service market, and a gap is expected to widen between companies that reflect this in their bidding strategies and those that do not.
