Top 10 Seats for Deviating from Party Line All Come from PPP

A quantitative analysis of National Assembly members' bill proposals and voting records reveals that the top 10 legislators engaging in 'conscience voting'—straying from their party's official stance—are all affiliated with the People Power Party. Rep. Han Ki-ho ranked first with a deviation rate of 3.4%, followed by Rep. Kang Seon-young at 3.2%. Former party leader Kim Gi-hyeon also made the upper ranks with a rate of 2.7%.

The deviation rates may appear numerically small. However, casting votes contrary to the party line in 2-3% of hundreds of roll calls is interpreted not as calculated defection, but as a signal that these members hold differing stances from the party leadership on specific issues. The margin among the top 10, including Reps. Park Soo-young, Park Dae-chul, and Park Chong-kwon (at 2.5% and 2.4% respectively), is narrow, staying within 1.3 percentage points. This suggests that the group of 'conscience voters' is not limited to a specific minority but is distributed more broadly.

Why Does the Ruling Party Move Without Slack?

The situation within the Democratic Party of Korea and the independent camp is starkly opposite. The deviation rates for Democratic Party members such as Reps. Lee Jeong-moon, Kim Young-jin, Jin Sun-mi, and Woo Won-shik were 0%, while independent lawmakers Kang Seon-woo, Kim Byoung-gi, and Jo Jung-sik also displayed perfectly consistent voting behavior. Of course, for independents, there is a measurement limitation where voting following the quasi-party line is not counted as a deviation.

It is intriguing that the ruling party occasionally violates party discipline, while Democratic Party members—who were not in the ruling bloc—recorded 0%. Conventionally, opposition parties, often outnumbered, tend to rally together. Considering that even PPP member Kim Seok-ki recorded 0%, the decision to deviate appears to depend more on individual legislators' strategic judgment than on the party itself. This suggests that deviation is less a characteristic of the opposition party and more a choice by specific individuals.

Political Meaning and Limits of Conscience Voting

Deviating from the party line is a double-edged sword. On one hand, it can represent cross-pressures representing district or industrial interests. Specifically, if a member on a standing committee overseeing a certain industry holds stock in related companies or receives high-value donations from that sector, it is necessary to verify via public data whether their voting aligned with these interests. This is not necessarily a question of legality, but of the transparency of voting motives.

On the other hand, the limitations of this indicator are clear. Since tendencies and convictions are judged solely by proposals and voting behavior, the results may differ from public image or the full scope of legislative activities. A 0% deviation rate does not imply unconditional obedience, nor does 3% imply unconditional resistance.

Nevertheless, the fact presented by the data is clear: that the top 10 'conscience voters' all come from a single party suggests fissures in that party's opinion coordination structure. As dissenting votes spread within the opposition, strategic actions by individual members—potentially using this as a negotiation card—are expected to increase. Conversely, the existence of a completely compliant group demonstrates that the party's function as a voting machine remains intact. Which side proves advantageous will likely depend on electoral and national circumstances.
