A comprehensive analysis of public data reveals that among companies participating in government procurement, it is difficult to find those holding multiple contracts. Awards are not concentrated in specific large firms but are spread evenly across various businesses. This aspect of the procurement market is less of a scorecard for established winners and more of a starting lineup for new entrants.

Examining the business types of contracted companies shows that the breadth of public demand is not narrow. A striking point is the industries that shed the old image of procurement. Myshoponshop Inc. and Wable Inc. point to online distribution and commerce, while Samjung Elevator Co., Ltd. highlights public building maintenance as a procurement demand. The list also includes tourism services by (Yu) Namdo Tourism and planning support by G&B Planning Inc. This suggests that procurement, once narrowly understood as purchasing goods, has expanded into a comprehensive purchasing tool covering everything from design to insurance.

What the Bottom-Rung Concentration Structure Says About Entry Barriers

The core lies in the distribution. The fact that most participating firms hold just one contract means the concentration of awards by top-tier firms is effectively at rock bottom. The boundary between a stable core of repeat contractors and a new layer of companies with their first contract is also not distinct. Simply put, the door is wide open. This is interpreted as the effect of the online procurement system centered on the government e-market (KONEPS) having lowered barriers to participation for small-scale contracts.

However, the fact that the entry is wide also serves as evidence that competition is that much fiercer. A revenue structure relying on a single contract is directly exposed to gaps between contracts. The chase to secure just one more consumer is expected to intensify.

The Weight of a Single Contract and Demand Permeating the Local Economy

The composition of industries allows for an interpretation overlapping with policy demand maps. The inclusion of multiple forestry and environmental firms reveals the path from land management and green budgets to service procurement. There are two variables going forward. If the diversification of public demand continues, the entry of new sectors like insurance and commerce into procurement is expected to increase.
