What the 29.7% Surge in the Industry Budget Really Signals
The government has raised its industry budget by 29.7%. In the 2027 budget proposal announced on September 1, spending on industry, small and medium enterprises, and energy was sharply increased from last year — the result of a strategy centered on growing industry through AI (artificial intelligence).
Total spending in the 2027 budget proposal unveiled by the Ministry of Economy and Finance stands at 820.9 trillion won, up 12.8% from the previous year. Growth rates vary widely across sectors. Health, welfare, and employment rose a modest 9.3%, education 10.8%, and R&D 11.2%, while industry, SMEs, and energy surged 29.7%. The government is maintaining basic safety nets while concentrating newly secured fiscal room on expanding industry and production capacity.
AI-related spending takes up a large share of this budget. The government grouped its core initiatives under "Three Mega Projects + AI," allocating a total of 21.3 trillion won — up 97.2% from 10.8 trillion won last year. The structure connects 3.4 trillion won for semiconductors, 3.1 trillion won for physical AI, 2.1 trillion won for power and industrial complex infrastructure, and 500 billion won for AI data centers, along with 12.2 trillion won for "AI for All," covering independent model development and public education. In effect, AI is being defined not as a standalone software industry but as a sweeping transformation of the nation's entire production infrastructure.
Physical AI saw the largest increase within the package budget. Related spending more than tripled, from 900 billion won to 3.1 trillion won. AI and robots will be deployed directly into eight key industrial settings — manufacturing, smart factories, shipbuilding, defense, and logistics — while R&D on "manufacturing tacit knowledge AI," which digitizes the hands-on skills of skilled workers, is also set to begin in earnest.
The other pillar of the budget is people. The government will invest 2.1 trillion won in AI education to directly support 3.9 million people. In a pyramid-style structure, 710,000 job-seeking and research personnel will receive concentrated investment of about 2.25 million won each to build expertise, while 2.79 million lifelong learners will be allocated roughly 70,000 won each.
This budget proposal is the government's answer to the question of where to spend the national wealth generated by the semiconductor boom. The success of the investment remains to be proven through outcomes: shorter manufacturing lead times, lower defect rates, and global market share. Minister of Economy and Finance Park Hong-keun briefed on the 2027 budget proposal and the 2026–2030 National Fiscal Management Plan at the Government Complex in Sejong on August 28.
