Financial Sector Faces Accountability if Accidents Occur Amid Weekend Emergency Security Checks

Following recent hacks in the financial sector that led to customer data breaches, the government has launched emergency security checks through the weekend. An emergency all-sector inspection meeting on cyber threat response was held at the Seoul Government Complex on October 4, 2026, attended by Financial Services Commission Chairman Lee Eok-won and Financial Supervisory Service Governor Lee Chan-jin. The authorities had originally planned to receive each financial company's self-inspection results on the 7th, but moved the meeting forward after the damage spread to the secondary financial sector over the weekend.

Attending the meeting were heads of associations across the entire financial sector—including banking, financial investment, insurance, credit finance, savings banks, mutual finance, virtual assets, and fintech—as well as executives from financial firms where breaches had occurred. The financial authorities ordered swift and thorough inspections of security systems across the board, including externally exposed IT assets and services, authentication and access control, and intrusion detection systems.

Chairman Lee Eok-won said that if similar incidents occur due to neglect of inspections and responses despite attack information and case examples already being shared, those responsible will be held strictly accountable under relevant laws and regulations. The government said it will respond on a government-wide basis by strengthening coordination among related ministries, including the Ministry of Science and ICT, the Personal Information Protection Commission, and the National Police Agency.

Institutional improvements are also being pursued. Chairman Lee said, "The government is pursuing fundamental institutional improvements, including urgently easing network separation regulations and reviewing their full abolition, to transition to AI-based security systems," and urged financial companies to accelerate their participation in and transition to AI security testing.
