October 14 Public Procurement Market Report: Daehun Environment's Public Contract Wins

The reality of the government procurement market is laid bare in data covering 80 companies and 80 contracts.

As Aesop said, every truth has two sides. Looking at the two faces of the procurement market reflected in the mirror of public data, one side shows active market participation spanning diverse industries, while the other reveals a thin concentration, where an individual company's footprint amounts to a single contract. A comprehensive review of bidding and contract information disclosed by the Public Procurement Service and other public institutions shows that the procurement market is not the exclusive domain of a few large corporations, but a structure centered on regional companies and small and medium-sized specialty firms.

Environment, Forestry, Architecture... Industries Called by Public Demand

The data points to a clear direction. Companies in the environmental and forestry sectors stand out, including Daehun Environment, Neulpum E&C, Daekyung Forest Development, and Forest Resources Development Co. Government projects for land management, forest restoration, and environmental cleanup translate into stable public demand. Because these projects carry a heavier share of public ordering than private contracts, the procurement market effectively becomes their main stage.

Architecture and engineering are also well represented. Hanin Architects, Hanbit Engineering Architects, Eastone Engineering, and Geumgang Geographic Information have participated in public projects through design, surveying, and technical services. Adding companies like Samjeong EN Elevator, which provides maintenance services, and specialty firms like Innovation Safety Technology in safety diagnostics, it is clear that small and medium-sized enterprises are involved across the entire life cycle of public infrastructure.

The Expanding Map of Procurement: From Services to Finance

Movements beyond the traditional construction and environment focus were also observed. Namdo Tourism recorded a public sector win in tourism, while companies with commerce, platform, and distribution profiles—such as MyShopOnShop, Whyble, Saeroi, Taesung, and Yeonam—also made the list. The inclusion of Kyobo Life Planet Life Insurance from the insurance industry signals that the procurement market is expanding beyond goods and construction into services and finance.

The participation of technology- and content-driven companies such as Jinwoo ATS, Interz, and GNB Planning also catches the eye. This can be interpreted as the government's digital transformation and smart administration initiatives opening new doors in the procurement market. Such a wide distribution across industries is representative evidence that public ordering is tied to the livelihoods of industries across the board.

What Records Etched One Contract at a Time Tell Us

However, there is room for improvement in terms of concentration. The structure in which each of the 80 companies holds just one procurement record suggests that, for individual firms, entry into the public market may remain a one-off. The procurement market has relatively high barriers to entry—bidding eligibility, delivery track records, and contract performance capabilities—making it difficult to convert a first contract win into a series of follow-on contracts.

This pattern carries two implications. First, the door to new entry into the public market is surprisingly wide open. The fact that a diverse range of companies, from regional construction firms to life insurers, can make the list itself demonstrates the openness of the procurement system. Second, the key lies in sustaining presence after entry. Without building on a first contract to secure the next opportunity, market participation may end there.

Outlook: Diversification Continues

The overall direction of these trends is expected to continue. Government carbon neutrality and forest resource management policies are likely to keep driving procurement in the environmental and forestry sectors, while demand for aging infrastructure repair and safety management is expected to keep expanding markets for technical services such as elevator maintenance and safety diagnostics.

The growth of digital and service sectors also bears watching. As digitalization and data-driven administration expand in the public sector, participation by platform and technology companies in the procurement market is expected to increase. The truth of a market always reveals itself first in the data. On the map drawn by 80 records, the procurement market was growing wider—and the odds are high that it will continue to do so.
