Child Welfare System Flaws Exposed by Mother's Abuse Death Case from 6 Years Ago

Six years ago, a biological mother in her 30s, identified as Ms. A, was indicted on charges of abusing her three-year-old daughter to death and abandoning the body in a mountain area. As the child's death came to light late, criticism emerged regarding flaws in the system for identifying at-risk children, with authorities' 'at-risk child identification system' failing to prevent the mother's crime.

Starting next month, the government will conduct a comprehensive survey of approximately 58,000 at-risk children aged 6 and under through the 'e-Child Happiness Support System.' Specifically, for children aged 2 and under, child protection agency personnel will conduct in-person checks to verify their condition by visiting their homes. The government is also strengthening guidelines to ensure children are accompanied and their safety is confirmed when their school enrollment is deferred.

Furthermore, measures to increase the penalties for child abuse crimes are under review. Starting in August, an in-depth analysis system for child abuse death cases will be implemented, and the government plans to proceed with effective system improvements by comprehensively analyzing actual cases.
