California to Strengthen Penalties for Autonomous Vehicle Traffic Violations

Beginning July 1, a new regulation will take effect in California holding vehicle manufacturers responsible when autonomous vehicles violate traffic laws. The California Department of Motor Vehicles (DMV) announced that Autonomous Vehicle Regulation Bill AB 1777, passed in 2024, will be implemented starting July 1, 2026.

When an autonomous vehicle commits a traffic violation, all responsibility will be transferred to the manufacturing company. A spokesperson for the California DMV stated that the regulation is being implemented to ensure autonomous vehicles are subject to penalties for traffic violations similar to regular vehicles.

The California DMV will issue a 'Notice of Non-Compliance with Autonomous Vehicle Regulations' to the vehicle manufacturers. If a company fails to correct errors in autonomous vehicles that violate traffic laws, or if such vehicles repeatedly commit traffic violations, the California DMV may restrict or suspend the company's operating permit.

Currently, numerous autonomous vehicle companies, including Waymo, are providing robotaxi services in cities such as Los Angeles and San Francisco.
