Legislative Report July 16: Minimum Wage to Rise to 10,700 Won; Lawmaker Kim So-hee Proposes Bill for Differentiated Application Exceptions

In July 2019, U.S. Senator Kamala Harris proposed a maternal health bill. At the time, Alabama had passed a strict abortion ban, sparking intense debate over human rights regression. In response, Senator Harris introduced a bill aimed at protecting pregnant individuals' right to life and enhancing healthcare accessibility, strongly urging the establishment of federal safeguards. Harris, elected as the first Indian-African American senator in U.S. history in 2017, leveraged her legal expertise honed as a District Attorney and Attorney General of California to champion legislation protecting vulnerable populations. This political approach served as a significant justification for her later rise as a key leader in the federal administration.

Overhauling the Minimum Wage System and Protecting Small Business Survival Rights

In the South Korean National Assembly, bills are also being introduced to address extreme polarization in the labor market. Kim So-hee, a lawmaker from the People Power Party, has put forward a partial amendment to the Minimum Wage Act to protect small business owners. The minimum wage for the upcoming year has been set at 10,700 won per hour, an increase of 380 won from the previous year. This 3.7% year-on-year increase has raised significant concerns among self-employed individuals and small business owners about the crippling burden of rising labor costs. In response, Representative Kim has proposed an amendment to establish an exception clause allowing for differentiated minimum wage application based on industry and business size. The bill is underpinned by a strong political motivation to prevent a collapse of the self-employed ecosystem due to a sharp wage hike, while still upholding the fundamental principle of guaranteeing workers' basic right to survival. It is anticipated that the bill's review process will inevitably involve a delicate balancing of conflicting interests between labor and management.

Legislative Vote Reveals Political Conflict Amidst Party Defections

The recent plenary session vote in the National Assembly revealed a serious pattern of party policy defections within the ruling party. In a vote on an alternative amendment to the Korea Rural Community Corporation and Farmland Management Fund Act, slated for the June 2026 plenary session, 10 lawmakers from the People Power Party cast dissenting votes. The number of dissenting votes, including those from Park Su-young, Lee Chul-gyu, Sung Il-jong, and Yoon Han-hong, was larger than anticipated by the party leadership. On the same day, in a vote on an amendment to the Act on Conservation of Resources and Promotion of Recycling, a total of eight lawmakers, including Kang Seung-kyu, Yoo Sang-bum, Kim Mi-ae, and Kim Eun-hye, broke party discipline and voted against the bill. These figures demonstrate the difficulty of controlling lawmakers' voting behavior solely through unified party policy, particularly for bills entangled with regional characteristics or industrial interests. Such dissenting votes are being evaluated as indicators of future negotiations and arduous processes for the ruling party to pass its legislative proposals.

Extension of Special Prosecutor Legislation and National Assembly's Security and Diplomacy Trends

An amendment to the special law extending the investigation period for a second comprehensive special prosecutor, tasked with investigating allegations of sedition, foreign aggression, and state corruption, has passed the Legislation and Judiciary Committee under the initiative of the Democratic Party of Korea. According to the amendment, the special prosecutor's investigation period can be extended by 30 days, up to twice, with the president's approval, beyond the current system. The number of dispatched public officials has also been expanded from 130 to 150, with the Ministry of National Defense newly added as a requesting agency. This signifies a clear legislative intent to significantly bolster the special prosecutor's material and human infrastructure to enhance the completeness of investigations amidst a surge in investigative demands. Conversely, the People Power Party has strongly criticized the bill, raising concerns about an unlimited investigation period, as this would mark the third extension. Meanwhile, in the defense and diplomacy sector, U.S. Republican Congressman Joe Kent, serving on the House Armed Services Committee and Foreign Affairs Committee, is pushing for the passage of the "Make America First" bill, which prioritizes the purchase of American-made products. Such a national procurement policy has the potential to accelerate the bloc formation of global supply chains, signaling potentially significant shifts in the international trade market.

Legislative Uncertainty and Its Impact on Industrial Ecosystems

Cases of legislative policy decisions directly impacting industries are also emerging. The cryptocurrency market is experiencing extreme volatility due to the final deliberations on virtual asset regulation bills currently being discussed in both the U.S. Senate and House of Representatives. Particularly, the issue of conflicts of interest among key political figures has surfaced as a central point of contention, with entrenched divisions over the effectiveness of ethical provisions. Until the specific scope of regulation is finalized, market uncertainty is becoming the prevailing trend, with companies holding back on investments. However, it is anticipated that following this transitional period, the global cryptocurrency market will converge towards a more clearly defined regulatory framework with enhanced consumer protection mechanisms. Simultaneously, South Korea is accelerating legislative efforts for its national advanced strategic industries, with its Grand Social Reform Committee holding discussions at the National Assembly on power and water supply plans for national semiconductor industrial complexes. All legislative activities in the National Assembly invariably lead to budget execution and the establishment of regulatory frameworks, thus underscoring the urgent need for scientifically designed systems that integrate the interests of various sectors.
