Seoul City Begins Individual Notifications and Compensation for 4.62 Million 'Ddareungi' Data Leak Victims

Seoul City has begun individually notifying approximately 4.62 million victims whose public bicycle 'Ddareungi' usage information was leaked and is initiating compensation. The Seoul Facilities Corporation announced on the 21st that, following consultations with the National Police Agency and the Personal Information Protection Commission, it finalized the leaked items for each victim and started the notification and compensation process that day. The damage scale for this incident, which occurred in June 2023, was confirmed to be approximately 4.62 million people.

The corporation is sending text messages to citizens whose personal information was leaked, containing their actual leaked data—such as user IDs, mobile phone numbers, and dates of birth—along with details of the breach and preventive measures. The actual data items exposed to the outside may vary by member depending on the time or method of registration. Citizens who have changed contact information or opted out of text messages can verify their status by contacting the call center (1599-0120) or via email (seoulbike@sisul.or.kr).

There have been no confirmed cases of secondary damage, such as the distribution or malicious use of the leaked information by third parties, so far. The corporation is reorganizing its security system by addressing web vulnerabilities and conducting regular security diagnostics. Additionally, the corporation urged citizens not to provide personal or financial information in response to suspicious calls or text messages impersonating the corporation, and advised against clicking on obscure internet URLs (URLs) or installing suspicious applications.
