This trend indicates that government spending is extending beyond manufacturing and construction into digital and lifestyle services.

Non-traditional sectors are making their mark on the procurement list. Firms offering geographic information systems, IT services, and even tourism-related services are successfully entering the public market. Elevator maintenance and safety inspection services are also in demand. This shift highlights the government's evolving role as a purchaser of a wide array of goods and services.

A Decentralized Market Order

A key pattern emerging from recent data is the equal distribution of contracts. Most companies recorded only one procurement deal, with no signs of volume concentration in specific firms. This suggests that public procurement is acting as a gateway for small and medium-sized enterprises (SMEs) rather than a stage for a few large conglomerates.

The structure is horizontal rather than vertical. Barriers to entry are low, and each company's market share is small.

There are two ways to interpret this trend. First, many of the participating companies may be new entrants. Securing a government contract serves as a safety net, reducing reliance on private clients. Second, the contract units themselves may be small. Unlike large-scale civil engineering projects, service-based procurement often results in a single contract comprising a company's entire performance.

Policy changes support this fragmented structure. The Public Procurement Service's e-procurement system, Koneps, has leveled the information playing field. Initiatives like direct purchases from SMEs and priority buying for innovative products have lowered barriers for new participants. Equal access to bidding information appears to facilitate the simultaneous entry of numerous firms.

Industry Impact and Remaining Challenges

For SMEs, public procurement offers a means to diversify revenue. Government payments are relatively stable, providing a strong defense for cash flow. In sectors like forestry, environmental management, and safety diagnostics, where the government is the primary buyer, the public market becomes the main client.

Challenges are evident, however. Because the volume per company is small, firms without the capacity for continuous winning may see their performance remain a one-off event. As the number of participants grows, price competition intensifies. Without technical differentiation in specific fields, it is difficult to guarantee sustained contract success.

Outlook: Shift Toward Expertise-Based Competition

The trend toward industry diversification is expected to continue. As the public sector undergoes digital transformation and data demand increases, the share of procurement for spatial information and IT services is likely to expand. Demand for forest welfare and green policies is also expected to provide a stable market for forestry and environmental companies.

The key to success will likely hinge on expertise. In a decentralized market, while anyone may pass through the door once, repeat business depends on delivery quality and specialized knowledge. Since many on the recent list are in the early stages of building their track record, the success of re-contracts will serve as an indicator of whether SMEs can solidify their standing in the government procurement market.
