Israel and Lebanon entered a new phase on the 9th following Israeli Prime Minister Benjamin Netanyahu's declaration of direct negotiations. The two nations, which have historically communicated through third parties due to a lack of diplomatic relations, aim to disarm the Iran-allied armed group Hezbollah through these talks.

Prime Minister Netanyahu stated in his announcement that the Lebanese side had requested the initiation of direct negotiations with Israel, and that he had therefore instructed his cabinet on the 8th to commence these talks. He said the meetings would focus on Hezbollah's disarmament and the establishment of peaceful relations between the two countries. Prime Minister Netanyahu also highly praised a recent measure announced by Lebanese Prime Minister Nawaf Salam, stating that the state would exclusively hold ownership of all weapons within Beirut.

A senior Lebanese official told Reuters that the Lebanese government had been concentrating its diplomatic efforts to secure a temporary ceasefire that would allow dialogue with Israel for 24 hours. The official explained that these negotiations would be separate from, but modeled after, the US-Iran ceasefire agreement brokered by Pakistan. The date and location for the negotiations have not yet been finalized, and the participation of the United States as a guarantor to ensure the implementation of any agreement is deemed necessary.
