He also pointed to an inefficient budget execution rate of only 48% for related projects, indicating administrative inefficiency. Furthermore, Kang criticized the current Superintendent's system, noting that the incumbent has consistently ranked lowest in job performance evaluations for 13 consecutive months, framing the cafeteria ventilation issue as a specific problem within Seoul's education sector under the current administration.
Candidate Kang called for rival candidate Jung Geun-sik to withdraw from the race and pledged to prioritize budget allocation for improving cafeteria ventilation facilities and establishing a safe educational environment.
