Lawmaker Kim Mi-ae Proposes Bill to Prevent Abuse of Power by National Assembly Members
Kim Mi-ae, a lawmaker from the People Power Party representing Busan's Haeundae-gu B, has proposed legislation aimed at resolving issues of improper directives and evasion of responsibility between National Assembly members and their aides. The bill clearly defines the right to refuse illegal orders and strengthens oversight responsibilities for lawmakers.
Explaining the background for proposing the bill, Rep. Kim Mi-ae pointed to the case of candidate Jeon Jae-soo, whose allegations of receiving expensive watches and cash from the Unification Church were dropped. In contrast, four of his aides were indicted and are on trial for evidence tampering, highlighting the need for such legislation.
The bill includes provisions prohibiting illegal directives from lawmakers, candidates, and senior aides, and formalizes the right of aides to refuse such orders. It also mandates protection against personnel disadvantages for aides who refuse or report improper directives, and clarifies the accountability of lawmakers and candidates when illegal acts occur due to their failure to fulfill their management responsibilities.
Furthermore, the bill proposes the establishment of an anonymous reporting center and legal support system within the National Assembly Secretariat to create an environment where aides can raise concerns.
Rep. Kim Mi-ae stated, "If those in power hide behind the law and individuals who have done wrong gain greater authority without taking responsibility, that society has no future." She added, "Together with the citizens of Busan, I will hold power accountable for its privilege and irresponsibility to the very end."
