Capital Region Majority Supports Cutting Tax Deductions for Non-Resident Homeowners
More than half of voters nationwide support reducing capital gains tax benefits for long-term held homes (long-term holding special deduction). This includes over half of residents in the Seoul metropolitan area. Regarding the reduction of long-term holding special deductions for 'non-occupying 1-homeowners,' 54.3% of all respondents responded positively, while 35.4% responded negatively.
In Seoul, positive evaluations of the long-term holding special deduction reform stood at 52.5%. The Gyeonggi and Incheon regions also showed a 52.4% positive evaluation. Furthermore, 54.5% of respondents in the Daejeon, North Chungcheong, South Chungcheong, and Sejong regions positively assessed the reform.
Among respondents who support the Democratic Party, 77.6% viewed the long-term holding special deduction reform positively, while 20.3% of those supporting the People Power Party expressed a positive stance. Conversely, 71.6% of People Power Party supporters viewed the reform negatively.
Positive evaluations of the government's overall real estate policy were recorded at 53.3%. By age group, those in their 50s showed the highest positive rate at 65.6%, while those aged 18-29 had the lowest at 35.2%. Negative evaluations stood at 37.8%. While 81.5% of Democratic Party supporters positively assessed the government's overall real estate policy, 79.3% of People Power Party supporters viewed it negatively.
President Lee Jae-myung previously mentioned on social media platform X (formerly Twitter) that 'reducing capital gains tax for those who bought for investment and held for a long time without residing there (especially for high-priced homes) is not a housing protection policy but a 'housing speculation promotion policy'.'
Regarding the policy trend of strengthening regulations on multiple homeowners under the Lee Jae-myung administration, 66.6% of respondents evaluated it positively. Negative evaluations for the policy to strengthen regulations on multiple homeowners were 26.9%. This survey was conducted from May 6 to May 10, 2026, targeting 1,701 voters nationwide, using a combination of mobile web surveys via mobile phone and face-to-face interviews via wired and wireless telephones. The margin of error was ±2.4 percentage points at a 95% confidence level.
