North Korea Appears to Have Secured Oil Exceeding UN Sanctions Cap Sevenfold

Indications that North Korea has secured refined oil shipments exceeding seven times the import cap set by the UN Security Council, via China and Russia, have been confirmed through National Intelligence Service data. This demonstrates North Korea's evasion of international sanctions and points to violations including the export of banned items like coal and iron ore, as well as the supply of weapons to Russia.

Intelligence authorities have determined that North Korea significantly exceeded the annual 500,000-barrel limit stipulated by UN Security Council resolutions by continuously importing oil from Russia last year. While China reportedly supplied North Korea with approximately 483,000 barrels of refined oil last year, Russia's omission of reports on refined oil supply to North Korea for the 28 months since February 2024 has raised suspicions of circumvention.

North Korea has also continued exports of banned items such as coal and iron ore, potentially amounting to around 1.5 million tons last year or more, by falsifying their origin to Russian and exporting them to China and third countries. Furthermore, from September last year to April this year, North Korea supplied hundreds of missiles and artillery shells to Russia, and in return, is known to have received anti-aircraft weapons, electronic warfare equipment, drones, and technology related to missiles and space launch vehicles from Russia.

North Korea continues its military buildup, including inspecting missile production status through visits to munitions factories, while Kim Yo Jong, Vice Department Director of the Workers' Party, has ruled out the possibility of denuclearization talks.
