UN Command Cautiously Reviews Whether North Korean Border Fence Installation Violates Armistice Agreement

South Korea's Ministry of National Defense has determined that North Korea's installation of fences in the demilitarized zone (DMZ) violates the Armistice Agreement and has urged the United Nations Command (UNC) to take action. However, the UNC has adopted a cautious stance. The Ministry recently identified signs of North Korean forces working to demarcate border lines, including operations within 100 meters of the Military Demarcation Line (MDL). In response, South Korea conveyed its demand for effective measures to the UNC, which holds the authority to manage and supervise the Armistice Agreement, with the Ministry's spokesperson characterizing the actions as a clear violation.

However, the UNC stated that activities within the DMZ must be understood within the broader context, and that construction, fortification, and other defensive measures do not automatically constitute violations of the Armistice Agreement.

Following North Korean leader Kim Jong Un's designation of inter-Korean relations as those of "hostile two states" in December 2023, North Korea began work in the DMZ area in April 2024, including clearing vegetation, installing fences, and laying mines. North Korea is known to have installed barbed wire fences approximately 80-90 meters north of the MDL, and some sections involving electric fences have been revealed through media briefings.
