Gwangju Metropolitan City has published the 'Gwangju Metropolitan City Public Institutions Stalking Incident Handling Manual,' a practical guide aimed at protecting victims of stalking incidents within public institutions and preventing further harm. The manual focuses on prioritizing victim protection when an incident occurs and helping frontline staff respond swiftly. It systematically includes expert advice on how to receive and initially respond to reports, victim protection measures, precautions against secondary harm, and information on local support organizations.

Gwangju City has distributed this manual to 24 institutions under its jurisdiction for implementation.

Jeon Jin-hee, Standing Human Rights Ombudsman for Gwangju City, stated that stalking is a crime that infringes upon an individual's safety and dignity, making the establishment of a consistent and professional response system that prioritizes victim protection crucial. He expressed hope that this manual will serve as a guide for swift and systematic responses.
