Leveraging his experience as a healthcare CEO, candidate Minoogue pledged to implement a 'patient-first' system that reduces government intervention and prioritizes patient treatment outcomes and support for medical staff. Minoogue diagnoses the current Massachusetts medical system as stifling healthcare environments in the rest of the region due to excessive regulations that effectively mandate all medical procedures be performed in high-cost hospitals in Boston.

He pointed out the disparities in medical accessibility and quality between the Boston area and other regions within the state of Massachusetts.
