Assets of 203 Lawmakers Overlapped with Standing Committee Duties

A National Assembly data analysis reveals that 203 lawmakers hold stock in industries overseen by their respective standing committees or have received high-value donations from relevant sectors. This conclusion was reached by cross-referencing publicly available data on bill proposals and votes with asset and donation disclosure records. The findings indicate that the economic interests of a significant number of lawmakers are directly tied to the fields they deliberate on and supervise. While stock ownership and receipt of donations are not illegal in themselves, the issue lies in the structural overlap revealed by the data—specifically, who is involved and to what extent.

Committee Member Holding 1.6 Billion Won in Financial Stocks

In terms of financial scale, Rep. Lee Heon-seung of the People Power Party stands out. A member of the Public Administration and Security Committee, which oversees the Financial Services Commission and the Financial Supervisory Service, he holds financial stocks, including KB Financial Group, worth approximately 1.64 billion won. This places him in a position to vote on financial regulation bills while holding the largest stake in financial institutions within the National Assembly.

Rep. Kim Nam-geun of the Democratic Party, also a member of the same committee, was found to hold shares in DB Financial SPAC worth 590 million won. SPACs (Special Purpose Acquisition Companies) are investment vehicles that seek acquisition targets after listing, and the acquisition review process is directly linked to the securities market system regulated by the Public Administration and Security Committee. Notably, similar structures recur within the same committee across party lines.

The situation is similar in the Industry, Trade, Energy, SMEs, and Startups Committee. Rep. Go Dong-jin of the People Power Party holds 630 million won in Samsung Electronics stock, and fellow party member Rep. Lee Cheol-gyu holds 150 million won in Salesforce shares. On the Democratic Party side, Rep. Kwon Hyang-yeop holds 12.78 million won in Sanan Materials, and Rep. Kim Dong-ah holds 11.65 million won in Samsung Electronics, confirming overlap between both parties. As this committee handles semiconductor supply chains and industry support projects, there is a structural possibility that held stocks and deliberated agendas will intersect.

The Science, ICT, Broadcasting, and Communications Committee includes several members holding semiconductor and IT stocks. Rep. Jo In-chul of the Democratic Party holds 170 million won in Adobe, while Rep. Choi Su-jin of the People Power Party holds 120 million won in SK Hynix and 10.64 million won in Samsung Electronics, showing exposure to both stocks. Similarly, Rep. Park Jeong-hun of the People Power Party holds 31.59 million won in Nvidia, Rep. Han Min-soo of the Democratic Party holds 33.11 million won in KG Inicis, and Rep. No Jong-myeon holds 7.56 million won in YTN. Whenever semiconductor industry support bills pass through this committee, the fluctuation of these stocks is directly linked to the personal wealth changes of the lawmakers.

High-Value Donations: A Quieter Route Than Stocks

Donations receive less attention than asset disclosures. Four members of the Agriculture, Food, Rural Affairs, Oceans and Fisheries Committee received high-value donations of over 10 million won from the food and agriculture/fishery sectors. Leading the list is Rep. Eo Gi-gu of the Democratic Party with 13.6 million won, followed by Rep. Park Hyeong-soo of the People Power Party with 11.5 million won, and Reps. Yoon Jun-byeong and Seo Sam-seok of the Democratic Party with 10 million won each. The structure shows that beneficiaries of various support projects deliberated by the Agriculture Committee are directly appearing as donors to the committee's members.

The Health and Welfare Committee shows a similar pattern. Rep. Kim Mi-ae of the People Power Party received two high-value donations of 10 million won and 9 million won from the pharmaceutical and bio sectors. In a committee handling drug pricing policy and pharmaceutical regulations, industry figures are major donors. In the case of Democratic Party Rep. Lee Ju-young, while the type differs, she holds 730 million won in stocks such as JW Pharmaceutical, sharing a connection with the same industry. Including the case of People Power Party Rep. Kim Yong-tae of the Education Committee, who received 9.5 million won from the education sector, the overlap in donation routes is not limited to specific committees.

What the Data Shows and What It Does Not

The strength of this analysis lies in its application of a uniform standard across both ruling and opposition parties. Whether it is Rep. Lee Heon-seung's 1.64 billion won or Rep. Kim Mi-ae's 10 million won donation, these are facts based on public data and are not intended to speculate on specific individuals' intentions. In reality, stock ownership does not necessarily influence bill voting.

However, as this data quantifies legislative activity records such as bill proposals and votes, it has clear limitations in potentially producing results that differ from the public image of politicians. John Locke once said that a sailor may not be able to measure the depth of the entire ocean, but he must know the length of his own rope. The minimum the National Assembly can do lies in the same direction: transparently sharing the length of the rope, or the status of overlap for these 203 lawmakers. While conflicts of interest cannot be completely eliminated, acknowledging and disclosing their existence is the starting line for institutional trust.
