The Landscape of Participating Firms Shifts as Barriers to Entry Lower

An analysis of government procurement open data reveals that 80 companies each hold a record of a single procurement transaction. This marks a departure from the old paradigm where a single company would sweep up the bulk of contracts; instead, it shows a distribution where a majority of small and micro-enterprises are entering the procurement market evenly. The fact that the total number of registrations in the public data exactly matches the number of companies is interpreted as a clear signal that procurement demand is not concentrated on specific large firms but is widely dispersed.

The diversity becomes even more apparent when examining the industry composition. While environmental and forestry firms such as Daehun Environment, Daegyeong Forestry Development, and the limited company Forestry Resource Development have found their footing, design and engineering firms like Hanin Comprehensive Architects Office, Hanbit Engineering & Architects Office, and Ace Stone Engineering are also present. Business areas are incredibly diverse, ranging from tourism, elevator maintenance, and safety technology to geographic information systems and e-commerce. This is interpreted as the result of the Public Procurement Service's policy stance of lowering barriers to entry for SMEs, centered on the KONEPS electronic marketplace, being reflected directly in the data.

Entry of Digital and Service Sectors Stands Out

A point of note is the emergence of groups of companies breaking away from traditional procurement demand sources. Companies engaging in IT and platform services, such as Jinwoo ATS, Interz, MyShopObOb, and Wible, are securing procurement records. This serves as evidence that software and online services have established themselves as distinct categories in a procurement market that was previously focused on construction and goods. With the expansion of non-face-to-face administration post-COVID and the growing budget for digital transformation in the public sector, the entry of these new industry groups into the public market is understood as a structural trend.

It is also noteworthy that financial sector firms, such as Kyobo Life Planet Life Insurance, have made the list. This suggests that points of contact between insurance products and the public sector are widening. It can be interpreted that public procurement is evolving from a simple marketplace for buying goods into a comprehensive market encompassing services and finance.

The Significance of One Registration: Barriers May Be Low, but Settlement Remains a Challenge

However, the fact that all 80 companies stopped at just one transaction can be viewed in two ways. Positively, it means there are that many new entrants. Conversely, however, it cannot be ruled out that they are limited to one-off contracts and failing to lead to continuous contracts. To secure stable volume in the procurement market, a company must be backed by delivery performance, quality evaluations, and administrative response capabilities; if the initial contract does not lead to repeat orders, the practical effect of market entry will inevitably be limited.

Another point of analysis is that a significant number of participating firms are local-based SMEs. The data confirms a structure where contracts awarded by local governments and the Korea Forest Service are distributed among small businesses. This suggests that the government's regional balanced development policy is showing tangible results linked to the procurement market.

Outlook: Expanded Participation and Intensified Competition Will Occur Simultaneously

Barriers to entry in the procurement market are expected to lower further in the future. With plans to upgrade the e-procurement system and expand small-scale direct purchasing, the number of new entrants is likely to increase. Consequently, competition for contracts is bound to become fierce. It is anticipated that companies will find it difficult to survive on price competitiveness alone, leading to a polarization where companies with accumulated delivery history and technical expertise benefit from repeat contracts.

François de La Rochefoucauld noted that great achievements are often more a matter of chance than of design. In the procurement market, the first contract may come by chance, but the next contract belongs to the prepared company. This data, showing 80 companies taking their first step simultaneously, demonstrates that the door to the procurement market is open, while also indicating that how long they can sustain themselves inside is now up to each company.
