August 23 Procurement Market Report: Daehun Environment, Geumgang Geographic Info, and 78 Others Secure One Contract Each

The number of SMEs that have made their mark on the government procurement market, each with a single contract, has reached 80.

An analysis of public procurement data reveals that in 80 recently tallied projects, 80 different companies participated with one contract each. Rather than a single company monopolizing multiple contracts, the structure is one where virtually every firm enters the market with a single order. This paints a picture of public procurement, with its lowered barriers, distributing opportunities to numerous small suppliers instead of specific large contract holders dominating the market.

Environmental, Forestry, and Architectural Design Lead Sector Composition

Looking at the distribution of sectors among participating firms, traditional local service providers stand out. Companies in the environmental and forestry fields, such as Daehun Environment, Daegang Forestry Development, and Forestry Resources Development Ltd., made the list. It also includes numerous design and engineering firms like Hanin Comprehensive Architects Office and Hanbit Engineering Architects Office. Companies responsible for facility maintenance, such as Acestone Engineering and Samjung Elevator, as well as tourism service firms like Namdo Tour, are also notable.

Of particular note is the inclusion of spatial information and data processing companies. Geumgang Geographic Information, a firm handling geographic location data, demonstrates that procurement demand is broadening from traditional civil engineering and environmental projects to data-based administrative services. The participation of platform and e-commerce companies like Interzz, Wible, and MyShopOnShop can be interpreted in the same context. It reflects a gradual shift in public demand from offline infrastructure to digital services.

What the One-Company-One-Contract Structure Reveals

The fact that all 80 cases involve a single contract per company highlights the nature of market entry. It suggests that these are largely new entrants passing through the procurement market for the first time, rather than additional contracts for firms with an already stable order base. This structure appears to be influenced by the lowered registration barriers for e-procurement systems like KONA (National Government Tender Service), as well as local government policies to distribute small-scale and negotiated contracts to regional SMEs.

Indeed, the list includes many local limited liability companies (LLCs) and firms with limited liability, such as Neulpum ENC, Saeroi, and Hyuksin Safety Technology. The very participation of LLCs in public procurement serves as proof that the public market has expanded from a past focus on large corporations and major specialized construction companies to include regionally based small-scale operators.

Market Impact and Outlook

This decentralized procurement structure has two sides. It clearly has the effect of broadening the supply base for public goods and services and directly connecting them to local jobs. However, the fact that participation is limited to one contract per company suggests that these firms have not yet reached the stage of contract renewal or continuous orders. Survival in the procurement market depends more on accumulating track records after the initial contract than on the contract itself.

Moving forward, the re-entry of geographic information and platform companies will be a key point to watch. As demand for data-based public services grows alongside the expansion of digital government, a significant portion of the firms that took their first step into the market this time are expected to secure follow-up projects. Conversely, since the scale of budgets in the environmental and forestry sectors has historically fluctuated with policy cycles, their establishment in the market will likely depend on annual climate and forestry budget flows.

Ultimately, the core takeaway from this tally is not the contract value but the breadth of entry. The door to the procurement market is open wide, and the fact that regional SMEs and data service firms are simultaneously entering through that gap will serve as a benchmark for gauging the market landscape in the coming quarters.
