Democratic Party Pushes for 'Fast-Track' Bill Passage; PPP Counters with Parliamentary Audits

The Democratic Party moved on the 27th to advance its key agenda, the "Three Mega Projects," by utilizing the "fast-track" (expedited processing) system, which reduces the bill processing period from the original 330 days to 90. The People Power Party stated its intention to counter this move through parliamentary audits. The ruling and opposition parties are currently clashing over the processing of bills ahead of the regular National Assembly session in September.

At the heart of this legislative competition lie large-scale infrastructure support bills aimed at establishing the Honam semiconductor cluster. The Democratic Party has prioritized revisions to the Electric Power Act, Water Supply Act, and Water Management Framework Act to ensure a stable supply of power and water—essentials for industrial sites. Additionally, revisions to the Industrial Site and Development Act and the Building Act, aimed at simplifying administrative procedures for site development, are being reviewed as key measures to alleviate investment uncertainty in the market.

The People Power Party has raised doubts regarding the economic feasibility and infrastructure viability of the Honam semiconductor cluster. They announced a strategy to focus on verifying the flaws of a plan to build large-scale industrial complexes in regions where power and manpower supply are not smooth. Party Leader Jang Dong-hyuk criticized the side effects of existing legislation, such as the abolition of supplementary investigation rights. Floor Leader Jung Jin-suk stated that during the parliamentary audits, he would specifically identify policy failures across various sectors and present effective alternatives.

Both the ruling and opposition parties will officially launch full-scale legislative deliberations and parliamentary audits starting in September.
