Yoon Joon-byung Tops 22nd National Assembly Bill Sponsorship with 355 Bills

Rep. Yoon Joon-byung of the Democratic Party of Korea has claimed the top spot in bill sponsorships in the 22nd National Assembly.

According to sponsorship rankings tallied as of October 8, 2026, Yoon recorded 355 bills, opening a gap of 123 bills over second place. Second place went to his fellow party member Rep. Lee Soo-jin (232 bills), followed by Rep. Min Hyung-bae in third (227 bills). Nine of the top 12 were from the Democratic Party, with only Reps. Kim Seon-gyo (171), Kim Ye-ji (144), and Park Sung-hoon (140) making the list from the People Power Party.

The Meaning of 355 Bills: the Gap Between First and Second Place

What stands out is not the absolute volume but the gap. Yoon's 355 bills put him 53% ahead of second-place Lee Soo-jin, effectively placing him in a league of his own. With just five bills separating second-place Lee from third-place Min, the race at the top was clearly fierce—yet the gap to first place alone is striking. This suggests a systematic legislative agenda spanning specific policy areas rather than one-off bills. That said, it is worth noting that the number of bills sponsored does not directly translate into passage rates or legislative quality.

The Ruling Party's Dominance: Why Only Three from the Opposition?

The ranking reflects the National Assembly's power dynamics: the ruling party's legislators drive legislation on the strength of their majority, while the minority opposition concentrates its legislative capacity on a few strategic figures. The three People Power Party members on the list posted 140–171 bills, not far behind the ruling party's top tier. In other words, the opposition is not incapable of legislating—rather, the pool of participating lawmakers is simply narrow.

Looking at individual members, Reps. Lee Yong-woo and Kim Seon-gyo tied at 171 bills, splitting fourth and fifth place. From sixth through tenth, Reps. Han Jung-ae (166), Park Hong-bae (161), Moon Jin-seok (160), Kim Tae-sun (149), and Seo Young-kyo (147) were packed tightly within roughly a 20-bill range—a crowded section where rankings can shift easily.

Beyond the Numbers: Legislative Quality Remains the Task Ahead

Being the primary sponsor means a lawmaker is named as the first proposer of a bill. A high count is evidence of both the will to turn issues into legislation and active engagement in parliamentary work. On the other hand, there are clear limits to what the statistics capture. Qualitative indicators—such as the share of bills actually passed in plenary session, time spent pending review, and the real-world relevance of key bills—must be assessed separately to properly evaluate legislative capability.

These rankings will continue to shift as the 22nd National Assembly's term progresses. But the overall structure—a ruling-party-led legislative pattern and one lawmaker's overwhelming lead—is unlikely to change easily unless the composition of seats changes. In the end, what voters should look at is not the numbers, but how many of those 355 bills actually changed lives.
