National Assembly Data Analysis: All 10 Top Party-Line Defectors Are from the PPP

The ten lawmakers who defied their party line most often were all members of the People Power Party (PPP).

Lincoln believed that if the truth were told to the people, any crisis could be overcome. When the facts of individual legislators' voting records are laid out as data, the picture that emerges differs considerably from conventional wisdom. Voting in line with party leadership is the default on both sides of the aisle, but the frequency of breaking that default was skewed.

All Top 10 Came from the Ruling Party

By party-line defection rate, first place went to Han Ki-ho of the PPP at 3.4 percent, followed by Kang Sun-young at 3.0 percent and Park Soo-young at 2.8 percent. Notably, former floor leader Kim Ki-hyun and senior floor-leader-rank lawmaker Joo Ho-young registered 2.5 percent and 2.4 percent, respectively. Kim Seung-su, Park Dae-chul, Cho Seung-hwan, and Park Chung-kwon all clustered at around 2.4 percent, while Choi Su-jin rounded out the top ten at 2.2 percent.

On numbers alone, the defection rates are hardly large — three or four times out of a hundred. Yet in Korea's voting culture, where most lawmakers converge on effectively 0 percent, a rate in the 2 percent range is meaningful, as it entails a nontrivial cost within the organization. In particular, the record of a senior figure like Joo Ho-young, who has held multiple party posts, repeatedly breaking with the party line can be read as evidence that floor leadership's control does not entirely suppress individual conviction.

The Political Meaning of the 0 Percent List

The opposite end of the graph is equally stark. Of the eight lawmakers with a 0 percent defection rate, six were from the Democratic Party (DP). Lee Jeong-moon, Park Ji-won, Lee Kun-tae, Jin Sun-mee, Kim Young-jin, and Kang Jun-hyun never once cast a vote against the party line. Rather than Kang Sun-woo or Kim Byung-du, it was independent lawmaker Kim Byung-kee who appears on this list, showing that even independents can align completely with a particular camp in their voting behavior.

This list contains an interesting paradox. Park Ji-won, a veteran with decades of experience in floor negotiations, shows — or perhaps precisely because of his seniority — complete alignment with the party line. One interpretation is that dissenting votes are not merely a measure of a politician's personal conviction, but the combined result of a party's internal discipline culture and the individual lawmaker's strategic position.

Where Conventional Wisdom Falls Short — and the Metric's Limits

Popular belief often holds that both parties are similarly bound by their leaderships, or imagines the opposition defects more often. The data paints a different picture: the PPP monopolized the top ranks of dissenting votes, while the DP dominated the list of perfect alignment. One caveat is needed, however. This metric does not distinguish the nature of the bills voted on or the substance of opposition votes. Absences due to vacancies or official trips can be counted alongside systematic defection under the same yardstick, and the political circumstances of a particular period may have accentuated internal rifts in one party.

Even so, the lesson of this data is clear. When lawmakers are evaluated not through speeches and interviews but through the facts of their voting records, the familiar political landscape begins to look different. The data once again confirms that the trace left on a ballot is a politician's true language.
