Google Engineer Convicted of Leaking AI Tech Secrets to China

A court has convicted a Google engineer accused of transferring artificial intelligence (AI) technology development information to China on charges of economic espionage and trade secret theft. This verdict could serve as a significant precedent for protecting advanced technologies and prosecuting related crimes. The case was discussed during a hearing held by the U.S. Senate Judiciary Committee, where related facts were revealed.

According to testimony, a Google engineer allegedly stole cutting-edge AI secrets and utilized them to establish a company in China. This was presented as part of a strategy by the Chinese government to pilfer intellectual property with the aim of weakening U.S. corporate competitiveness. Prosecutors stated that he intended to build AI systems in China using the stolen technology and attract investors, which they described as part of a broader effort by Beijing to acquire advanced U.S. technology.

In January, during a trial held in a California federal court, Linwei Ding, also known as Leon Ding, a former Google software engineer, was found guilty of stealing thousands of pages of AI-related confidential information for China. Evidence presented at trial indicated that Ding downloaded sensitive data related to Google's AI infrastructure, specifically chip designs and software used for training advanced models. He uploaded this information to personal accounts while secretly collaborating with tech companies in China and establishing his own startup. This verdict marks one of the most significant U.S. convictions related to artificial intelligence espionage.

Tom Lyons, who has over 20 years of experience in Chinese economic espionage, explained that U.S. companies are not operating on a level playing field. He pointed out that American businesses are contending with the world's largest intelligence apparatus, whose mission explicitly includes excluding U.S. companies from business. Lyons likened the situation not to typical corporate competition, but rather to U.S. startups facing off against Chinese state resources. He noted that the current U.S. response strategy compels companies to defend themselves against these threats, which are national security issues. He argued that these cases highlight a broad disparity in how the U.S. addresses such threats, drawing an analogy that if a foreign military were operating on U.S. soil, companies would not be left to defend themselves.

Currently, China's intellectual property theft is identified as a factor threatening billions of dollars in losses and tens of thousands of jobs to the U.S. economy. The United States is making AI a core part of its policy agenda, pushing for a unified federal regulatory framework, accelerating data center development, and pursuing strategies to strengthen U.S. competitiveness in its rivalry with China. U.S. authorities view such activities as potentially having severe long-term impacts on national economic security.
