The labor sector has largely welcomed the passage of this Labor Standards Act amendment. In a statement, the Korean Confederation of Trade Unions (KCTU) described the change as "a significant step forward in guaranteeing workers' inherent rights and expanding labor time flexibility," adding, "It is a particularly meaningful change in the reality of South Korea's long working hours." The KCTU urged the government, "Starting with this revision, the government must take steps to prepare additional policies for actual improvements in working conditions, such as reducing working hours and promoting leave usage." The Federation of Korean Trade Unions (FKTU) also expressed a positive stance, stating, "By easing the restrictions on annual leave usage, it will contribute to improving the quality of life for workers." They particularly emphasized the need for a accompanying cultural shift that allows employees to take leave freely without feeling pressured in the workplace.

An official from the Korea Chamber of Commerce and Industry acknowledged that "hourly use of annual leave has positive aspects in enhancing employee convenience," but also noted, "However, depending on the industry or company size, there is a possibility of work disruptions and increased management burden due to the hourly use of annual leave." The official added, "The government must closely assess the difficulties faced by companies for the smooth implementation of the revised bill and prepare support measures, such as providing guidelines, if necessary." Concerns were raised that small and medium-sized enterprises, or smaller businesses, might face difficulties in operations if unexpected personnel absences occur. This bill presents the challenge of finding a delicate balance between promoting workers' rights and increasing the management burden for businesses. However, the overall sentiment is one of positive reception, aligned with the broader goal of improving employee welfare.

Economic and Industrial Ripple Effects, and Future Outlook

The allowance of hourly annual leave usage is expected to have a positive short-term impact on consumer sentiment. As employees gain more freedom to plan personal errands or leisure activities using shorter time blocks, related consumer spending may see some increase. For example, short shopping trips, cultural activities, or brief excursions during afternoon hours could become more active. Furthermore, it is anticipated to bring changes to corporate HR and labor management systems. A transition from the existing lump-sum annual leave processing method to hourly-based attendance management systems will be necessary, potentially driving growth in the related IT solutions market. An increase in the actual utilization rate of leave is also analyzed to contribute to productivity improvements in the long run by promoting mental health and preventing burnout. A researcher from the Korea Labor Institute explained, "An increase in the actual use of annual leave expands opportunities for workers to recharge, which ultimately leads to improved work concentration and creativity, thereby contributing to enhanced corporate competitiveness."

The outlook for the bill is positive. Having been approved by the Cabinet, it will proceed to the promulgation process following presidential approval and is expected to take effect immediately next year as per the stated implementation date. There were no major controversies during the legislative process, and it is understood that both ruling and opposition parties had little disagreement from the perspective of enhancing employee welfare. However, during the preparation of the detailed enforcement decrees, there will be a need to gather opinions from various industries and establish specific guidelines to minimize confusion on the ground. The interpretation and application of specific provisions related to Article 60 of the Labor Standards Act (Annual Paid Leave) will be a key factor. This will enable both employees and businesses to stably implement the new system. This revision is anticipated to serve as an opportunity to raise social awareness regarding work styles and quality of life, going beyond a mere system change. If the hourly use of annual leave becomes widespread, it is expected that flexibility and rationality will be further strengthened across the entire work culture.
