Jeong Dong-young Proposes Four-Party Peace Dialogue, Citing 'Chosun People's Republic'
South Korean Unification Minister Jeong Dong-young revealed a new initiative for Korean Peninsula peace on June 4, proposing dialogue among South Korea, North Korea, the United States, and China at the 11th Ulaanbaatar Dialogue on Northeast Asian Security held in Ulaanbaatar, Mongolia. This proposal is part of efforts to consolidate stability on the peninsula.
In his address, Minister Jeong outlined three key pillars for building inter-Korean trust, institutionalizing a peace regime on the Korean Peninsula, and advancing multilateral dialogue in Northeast Asia, proposing an expanded framework for four-party talks. To flesh out the four-party dialogue proposal, Jeong suggested cooperation on Arctic shipping routes linked to the Greater Tumen Initiative (GTI) and the connection of the Seoul-Beijing high-speed rail. He also urged the Democratic People's Republic of Korea to rejoin the GTI as a full member.
During his special address at the 11th Ulaanbaatar Dialogue on Northeast Asian Security on June 4 in Ulaanbaatar, Mongolia, Minister of Unification Jeong Dong-young urged North Korea to rejoin the Greater Tumen Initiative (GTI), from which it withdrew in 2009, and proposed cooperation plans. He emphasized that the success of this initiative depends on the Democratic People's Republic of Korea's participation, stating that North Korea would be the biggest beneficiary.
Meanwhile, separate from Minister Jeong's peace message, reports emerged regarding North Korea's nuclear material production capabilities. Rodong Sinmun reported on June 4 that North Korean leader Kim Jong Un had inspected a newly operational nuclear material production facility, stating that the nation's weapons-grade nuclear material production capacity now exceeds previous levels by more than double.
The Ulaanbaatar Dialogue is a major multilateral forum in Northeast Asia attended by 20-30 countries and international organizations, including the United States, Japan, China, and Russia. Mongolia maintains friendly relations with both Koreas and operates embassies in both countries. North Korea has not participated in the dialogue since 2018.
