The Ministry of National Defense (MND) has announced a plan to newly recruit 'technology-intensive non-commissioned officers' (NCOs) with expertise in future technology fields such as hybrid unmanned-manned systems, cyber, and artificial intelligence (AI). This policy aims to broaden service options for young individuals and secure skilled personnel in advanced technology sectors.

The MND stated that technology-intensive NCOs will receive preferential pay and benefits, and plans are underway to design employment linkage programs for after their service.

This announcement from the MND comes against the backdrop of a declining pool of military conscripts due to the demographic cliff and the need to enhance military professionalism through a restructuring of the force to be more officer-centric. The MND aims to increase the proportion of officers among active-duty military personnel from the current 40% to 63% by 2040, while reducing the proportion of enlisted soldiers from 60% to 37%.
