Yongin City has decided to establish a railway fund starting in 2028, utilizing increasing corporate taxes from the semiconductor sector, and aims to accumulate 130 billion won within its term of office. The city adopted the creation of a separate railway fund as a key campaign pledge to secure budgets for large-scale railway projects in advance. The city plans to establish a master plan for fund creation this year and enact related ordinances next year.

However, the path to securing financial resources remains uncertain. Gyeonggi Province is also pushing for the establishment of a Future Investment Corporation using funds derived from the growth of the semiconductor industry. Additionally, as a plan to share corporate local income tax through a joint tax base is under review, the scale of Yongin City's secured tax revenue has not yet been finalized.

Additionally, Yongin City included free flu vaccinations for all citizens, the establishment of an AI Convergence Arts High School, and the construction of the Cheoin Mir Human Center as major campaign pledges. The city plans to specify financial resource sourcing plans and annual implementation schedules for each pledge and announce them to the public at the end of this year.
