Speaking at the Blue House senior secretaries' meeting on the 15th, President Lee Jae-myung instructed relevant ministries that, regarding violent crimes including those committed by family members, romantic partners, or acquaintances, and indiscriminate crimes targeting unspecified members of the public, "extraordinary measures must be established as soon as possible with the resolve to declare war." President Lee pointed out that public anxiety is high, saying that crimes threatening the lives of innocent citizens endanger not just individual victims but the safety of society as a whole.

President Lee noted that victims of such crimes are mainly socially vulnerable groups such as women, and emphasized the need for more meticulous and exceptional measures. He said there must be no gaps, however small, in protecting the lives and safety of the people, vowing to focus every means available at the government level through thorough crime prevention, rapid on-site response, and an airtight victim protection and support system.

President Lee called for the creation of a pan-government joint response body to meticulously examine gaps in existing measures from the ground up. He added that it is also necessary to verify whether victim protection equipment is functioning properly and whether high-risk groups prone to crime, such as those wearing electronic ankle monitors, are being properly managed in the field.

President Lee ordered the preparation of tailored preventive measures based on risk levels identified through an accurate assessment of actual conditions, as well as effective victim protection plans. He also mentioned strengthening on-site response capabilities for emergencies, urging active efforts to significantly reinforce personnel, organization, and equipment.
