President Lee Jae-myung continued his policy speech on the 2027 budget bill at the National Assembly on the 2nd without pausing, even as People Power Party lawmakers shouted and staged picket protests. "If you have something to say, go ahead — I'll finish my speech," Lee responded, before pausing to assess the situation. But when the opposition lawmakers' shouts did not subside, he asked, "I'm still speaking, and you're interrupting me.

May I continue?" Democratic Party lawmakers responded by shouting "Yes" and applauding, and the president carried on with his speech. Despite the chaos at the National Assembly that day, Lee's speech was brought to a close in full.

Meanwhile, a telephone survey conducted on October 30 and 31 found divided views on the president's performance, with 45.6% giving Lee Jae-myung a positive rating on state affairs and 53.8% a negative one. With public opinion split on his performance, the scene underscored that partisan conflict over the handling of the budget bill could continue between the ruling and opposition parties.
