Childcare Staff Rights Protection Law Takes Effect, Expanding On-Site Support Services
With the passage of an enforcement decree legally protecting childcare teachers' rightful activities, the Korea Childcare Promotion Agency is set to proactively pursue field support initiatives, including responses to violations of teachers' rights, to foster a healthy childcare environment. This amendment clarifies the legal grounds for national and local governments to investigate and handle incidents of childcare activity infringement and establishes a legal basis for setting up dedicated teams within integrated Childcare Support Centers.
In the latter half of this year, the Korea Childcare Promotion Agency will produce and distribute a 'Childcare Activity Protection Manual' detailing response procedures and dispute resolution processes. The manual will include guidelines for daycare centers, covering types and examples of infringement, dispute resolution steps, and support for affected childcare staff. By enhancing the capabilities of childcare activity protection centers, the agency will expand personalized consultation services for staff, including expert advice and connections with legal and psychological professionals. Expert consultations, advisory support for infringement cases, and psychological/emotional care will also be offered.
Content for preventing childcare activity infringement and improving awareness will be distributed, and cooperative frameworks with related organizations will be strengthened to ensure the policy takes root in practice. Cho Yong-nam, President of the Korea Childcare Promotion Agency, stated that based on the institutional framework established by the revised enforcement decree, support with high practical effectiveness for the field will be strengthened.
