Thanks to the boom at SK Hynix, Cheongju City is expected to secure over 1 trillion won in tax revenue (money collected by the city from citizens as taxes) over the next four years. Discussions have officially begun on how this substantial financial resource will be used for regional development and its citizens. This is a significant amount compared to the city's discretionary project funds of approximately 780 billion won, out of Cheongju City's total budget of about 3.3 trillion won. Cheongju City's competitiveness could be transformed depending on how this large sum of 1 trillion won is utilized.

It has been pointed out that the revenue volatility tied to corporate performance must be considered due to the nature of the semiconductor industry. To prepare for changes in the economic situation and solidify the semiconductor industry, measures such as long-term, linked investments, establishing a fund, and forming a citizen deliberation committee have been proposed to enhance fiscal predictability and strategic planning for resource utilization. The city stated that it could review a plan to deposit the funds into the Integrated Financial Stabilization Fund and then utilize them for necessary projects. This measure, considering the nature of general taxes rather than dedicated taxes, aims to manage the large funds more stably and strategically.
