Presidential Chief of Staff Kim Yong-beom Stresses 'Fiscal Flexibility' Amidst Semiconductor Boom-Driven Tax Revenue Surge
With tax revenues expected to exceed forecasts due to the dazzling growth of the semiconductor industry, Kim Yong-beom, Presidential Chief of Staff at the Blue House, stated that the government must increase flexibility in fiscal management to adapt to changing circumstances. This suggests a need for deep consideration on how to utilize unexpected increases in tax revenue.
Kim revealed this in a post on his Facebook page on the 8th, titled 'KOSPI at 7500, and on the Threshold of 10,000.' He pointed out that the preliminary estimate for South Korea's first-quarter GDP growth rate nearly doubled the Bank of Korea's forecast, analyzing that key indicators like the trade balance and semiconductor performance are at levels that cannot be explained by a typical economic cycle.
He explained, "Stock prices are ultimately a function of profit," and that based on current indicators, the reason for KOSPI being at 7500 is arithmetically understandable, and the figure of 10,000 is also beginning to enter the realm of achievable paths.
Kim pointed out that due to the characteristics of the semiconductor industry, the existing GDP system has limitations in capturing real-world changes. He noted that the industry's nature, where the speed of quality improvement outpaces price changes, leads to a structure where statistics reflect reality with a delay. He added that while markets move based on trade balances and corporate operating profits, policies are inevitably forced to react late, waiting for confirmed statistics.
