President Yoon Holds First Dialogue with Civic Groups on Forced Labor Solution
President Yoon Suk Yeol held his first direct talks with representatives from civic groups on the afternoon of March 30 at the Yongsan Presidential Office, listening to opinions from various sectors on a solution for the issue of wartime forced labor victims. This meeting marks the first time President Yoon has directly communicated with related private organizations since announcing the government's plan for the forced labor issue.
The Presidential Office stated that it would continue "sincere communication" through this meeting. According to an official from the Presidential Office, President Yoon said during the meeting, "The government believes the 'government plan' announced on March 6th inherits the spirit of the 1965 ROK-Japan Basic Relations Treaty while also embodying the Republic of Korea government's firm resolve on historical issues." He added, "However, as this issue is extremely sensitive and has left deep historical scars, gaining the consensus of the victims themselves and the public is paramount," urging civil society groups to actively express their opinions.
Representatives from the civic groups who attended the meeting conveyed their concerns to President Yoon, stating that "the government's plan does not sufficiently reflect the victims' positions" and that "Japan's sincere apology and responsible measures must precede any solution." Some attendees expressed a cautious positive view, saying, "We positively evaluate that the government's plan can open the door for improved ROK-Japan relations."
The Presidential Office in Yongsan explained that this meeting demonstrated the government's intention to undergo a broader consultative process in its future efforts to advance the forced labor solution. The Presidential Office stated, "Based on the in-depth discussions held today, the government will seek the optimal plan that can restore the victims' honor and dignity, and promote future-oriented development between the ROK and Japan."
There are expectations that this meeting will lead to more active dialogue channels between the government and civil society. This meeting is interpreted as a move by the Yoon Suk Yeol administration to demonstrate its commitment not just to explaining government policies or seeking support, but to listening to diverse voices on sensitive issues and reflecting them in policy. In particular, the government's direct engagement in response to criticisms and concerns raised domestically and internationally following the announcement of the forced labor solution is expected to have a significant impact on future ROK-Japan relations as well as domestic social integration. The Presidential Office plans to continue dialogue with related organizations and experts to resolve misunderstandings and build trust.
