OpenAI Proposes Unified Federal Standard for AI Regulation
OpenAI has proposed unifying artificial intelligence (AI) regulations, currently applied piecemeal across the United States, into a single federal standard. This move aims to establish a safe and flexible legal framework aligned with the rapidly evolving AI technology era. In a report released on the 3rd (local time), OpenAI stressed the urgent need to discuss new regulatory measures, stating that voluntary efforts by companies alone are insufficient to prepare for the era of Artificial General Intelligence (AGI). The proposal urges the creation of a legal framework that can operate flexibly while ensuring safety, keeping pace with the speed of technological development.
OpenAI suggests extracting common elements from AI safety regulations in major U.S. states like California, New York, and Illinois to create a federal-level model legislation. It proposes that AI companies should regularly publish transparency reports detailing safety and risks, and undergo annual evaluations and audits by independent external bodies. It also calls for an obligation to report significant safety incidents to authorities. Furthermore, the company suggests expanding the 'Center for AI Standards & Innovation' (CAISI) under the U.S. Department of Commerce to operate as a permanent body that reviews the safety of major AI models before their release.
This proposal comes amid moves by the U.S. government to refine AI regulations, including a recent executive order from President Donald Trump mandating government review procedures for advanced AI models before their release. On the 3rd (local time), OpenAI CEO Sam Altman met with U.S. House leadership, including Speaker Mike Johnson and Minority Leader Hakeem Jeffries, in Washington to discuss AI policy. OpenAI also reiterated its stance on maintaining political neutrality at the company level. The company announced on the 1st that it does not make donations to specific candidates, political parties, or Political Action Committees (PACs), nor does it operate a PAC.
