Gwangju Library Steel Frame Collapse Linked to Widespread Construction Corruption
An investigation has revealed that the collapse of the steel frame structure at the Gwangju Metropolitan Library, which killed four workers, was the result of complex issues at the construction site, including illegal subcontracting, the use of unqualified personnel, and rushed deadlines.
The accident was confirmed to have occurred due to faulty joint welding and construction proceeding recklessly without safety reviews following design changes. Evidence emerged of unregistered companies participating in construction under the names of other firms within a multi-tiered subcontracting structure, as well as instances of workers lacking national technical qualifications performing welding tasks. Some welders reportedly stated they proceeded with welding work under pressure from construction officials.
Multiple welding defects were identified during non-destructive testing, but full inspections were not conducted. It also appears that preliminary inspections were carried out where repaired, non-conforming welds were subjected to formal inspection, indicating that the quality control system was not functioning properly.
Choi Myung-ki, Vice Chairman of the Korea Society of Construction Quality Engineers, diagnosed faulty joint welding as the direct cause, but stated the essence of the accident was the combined effect of illegal re-subcontracting, the deployment of unqualified labor, and poor quality control. This accident is recorded as a culmination of illegal practices on construction sites, occurring despite global construction technology due to fundamental principles not being upheld, and opinions were raised that systemic countermeasures are necessary.
