Major legislative issues directly impacting judicial justice and citizens' daily lives have recently been drifting or undergoing revisions around the National Assembly. The most prominent case is the revision of the Criminal Procedure Act to completely abolish the prosecution's supplementary investigation authority. In the wake of the recent 'Chang Yoon-ki incident,' this bill chose a detour of thorough supplementation by the ruling party as political repercussions spread. The Democratic Party stated that it would establish robust safety measures to ensure citizens do not suffer legal harm.

The core conflict lies in the argument that the intent to strengthen the separation of investigation and prosecution could obstruct the speedy relief of crime victims. Concerns have been raised that if the judicial system responsible for resolving economic and social conflicts is weakened due to the side effects of a specific case, ultimately the legal stability of the people could be damaged. Rep. Hong Gi-won and others have taken a cautious stance toward the complete abolition of the system, pursuing a separate proposal centered on partially retaining the supplementary investigation authority. This internal coordination contains political calculations to defend against potential shocks that a drastic change in the judicial system could inflict on the market and society.

Controversy Over Labor Standards Act Revision and Backlash from Labor Circle

The local currency pay-for-performance bill, which attempted to innovate the wage system, was completely withdrawn just two days after its proposal due to fierce resistance from the labor circle. The partial revision bill of the Labor Standards Act, proposed by Rep. Park Min-kyu, allowed companies to pay a portion of wages in 'Love Your Community' gift certificates regardless of collective agreements or workplace size, provided they agreed with workers in advance. However, the labor circle, including the largest union at Samsung Electronics, strongly criticized the replacement of labor compensation that should be paid in cash with local currency as an infringement on workers' property rights.

Had this bill passed the National Assembly, it could have contributed to the fiscal circulation of local governments and the revitalization of local commercial districts. However, there were structural limitations that inevitably led to economic disadvantages, such as restrictions on workers' real purchasing power and limitations on where the currency could be used. The decision to withdraw was inevitable given that a drastic change in the system could undermine trust in the labor market. The policy authorities and the National Assembly have effectively confirmed a clear boundary that the protection of workers' rights must be prioritized when discussing measures to revitalize the local economy in the future.

Extension of 2nd Independent Counsel and Political Deadlock

The National Assembly Legislation and Judiciary Committee passed a bill, led by the ruling party, to extend the term of the 2nd Comprehensive Independent Counsel—investigating the three major suspicions of insurrection, Kim Gun-hee, and the Chae Hae-byeong case—by an additional 30 days. Special Counsel Kwon Chang-young raised the level of investigation by requesting an arrest warrant for Lee Si-won, former senior presidential secretary for civil discipline, from the Seoul Central District Prosecutors' Office regarding the tragic death of Marine Corps Corporal Chae and allegations of external pressure. The ruling party maintains that extending the investigation period is essential for the cause of uncovering the truth.

In contrast, the People Power Party is strongly opposing this extension of the comprehensive independent counsel, denouncing it as a political ploy. Floor Leader Jeong Jin-seok issued sharp criticism, arguing that extending the investigation deadline is tantamount to extending it indefinitely until a specific politician's term expires. The sharp confrontation between the ruling and opposition parties is highly likely to lead to a legislative paralysis in the National Assembly.
